قوانين أطلقها الحزب النازي وما زالت سارية المفعول في أغلب الدول

 

لمن يقول ان النازية تيار فاشل او فكر فاشل هذه هى الردود بان بعد 80 عاما الغرب لا يزال يحتاج الى النازية 

على الرغم من الرفض المطلق في العالم الغربي لنظام النازية، الذي حكم المانيا خلال فترة الثلاثينيات، والتي شهد العالم خلال هذه الفترة حربا عالمية ثانية، اودت بحياة الملايين، وبالرغم من الجدل العقيم حول صوابية هذا الفكر او عدمه، وبغض النظر عن رأينا الشخصي بهذه الفترة، الا ان هناك بعض القوانين التي اطلقتها المانيا خلال الحقبة النازية، يعترف العالم اجمع بصوابيتها، بل اكثر من ذلك هناك من الدول ما زال يعتمدها حتى وقتنا الحالي، وتعتبر بمثابة القوانين الملزمة، التي في اغلبها كانت لصالح شعوبها، ولصالح مستقبلهم، سأعرض عليكم لائحة ببعض هذه القوانين، تاركا لكم الحُكم عليها، من منظور قناعات شعوبنا العربية.

حظر تشريح الحيوانات

 

ألمانيا النازية، كانت أول بلد، يسُن قانونا يحظر التشريح في العالم ،وذلك في نيسان 1933. وكان يطرح على مجلس النواب الألماني اعتبارا من عام 1927. وكان النازيون على مستوى عال مثل هيرمان، وهاينريش هيملر وأدولف هتلر قلقون للغاية بشأن الحفاظ على الحيوانات، ولا سيما التي تخضع للتشريح والتجارب.
وتستمد معظم القوانين الحالية في ألمانيا، بل والعالم، من القوانين التي طرحها الحزب النازي،  وقد كان هيرمان، بوصفه رئيس وزراء بروسيا، قد اطلق بيانا جاء فيه، أن الحظر المطلق والدائم على التشريح ليس فقط قانونا ضروريا لحماية الحيوانات وإظهار التعاطف مع آلامهم، لكنه هو أيضا القانون نفسه من أجل الإنسانية،  ومنذ ذلك الحين اصبح ألتشريح جريمة يعاقب عليها القانون في بروسيا، والعالم.

قانون الحفاظ على الثروة الحيوانية

 

عندما وصل النازيون الى السلطة في عام 1933 ، كان قلقهم واضحا، لأيجاد طريقة للحفاظ على الحيوانات الأصلية في ألمانيا. في عام 1934 ، صدر القانون الوطني للصيد لتنظيم  وتحديد الاعداد المسوح صيدها سنويا، وتحديد بداية ونهاية موسم الصيد البري، وقد تم الآن تطبيق هذه القوانين في معظم البلدان الغربية.
وقد صدر قانونا آخر، وهو قانون تعليم كيفية الحفاظ على الحيوانات، وذلك عبر دروس خاصة تعطى للطلاب في المستويين الابتدائي والثانوي. بالإضافة إلى ذلك ، في عام 1935،  وضع الحزب النازي لأئحة بأسماء الحيوانات الواجب المحافظة عليها، اذكر منها، الذئب والوشق الأوراسي، والذي بعد ذلك تحول الى قانون تحت اسم المحافظة على الطبيعة، ومن دون هذه القوانين فأنه من المرجح حتما، ان تكون كل الحيوانات التي ذُكرت باللائحة قد انقرضت تماما في المانيا.

اطلاق اول حركة ضد التدخين

 

يُقال ان هتلر كان لا يتحمل وجوده في نفس الغرفة مع أنسان مدخن، ودائما ما كان يردد على انها مضيعة للوقت والمال والصحة، وهكذا كان أول انسان يقود حملة مناهضة للتدخين، وبالفعل كانت حركته ناجحة وفعالة، اذا ما قارنتها مع حركات مماثلة في الكثير من البلدان والتي كانت نتائجها مخيبة.
لقد صدر قانونا يمنع التدخين في المطاعم ووسائل النقل العام، وقد فتح المجال امام شركات الاعلان للمساهمة بقوة، في مساندة حركته، فلقد فرض ضرائب مرتفعة على التبغ، وكانت المنظمات الصحية النازية، تسانده في اطلاق الحملات عبر تحذير الحوامل من التدخين حيث أنه يزيد من احتمالات الاجهاض، وهذا مثبت علميا اليوم، واستطاع هتلر ان ينجح في حركته، حيث انخفض معدل الفرد  في المانيا، سنويا من 1940 الى 749 سيجارة، بينما معدل الاميركي حوالي 3000 سيجارة.

نظام الرعاية الاجتماعية

أن ألمانيا النازية كان لديها واحد من أكبر برامج الرعاية الاجتماعية العامة في التاريخ ، وذلك استنادا إلى النظرية التي تقول ان يكون لجميع الالمان مستوى موحد من المعيشة، وان يُشارك الاغنياء في مساعدة المحتاجين من العائلات الالمانية.
وكان برنامج الاغاثة الشتوية هو ألاكثر شهرة، حيث كان النازييون، من مستوى القيادة، اوالافراد وحتى المواطنين العاديين يخرجون  الى الشوارع لجمع الصدقة،  وهذا لم يكن سوى خطوة دعائية ذكية للغاية، ولكن أيضا لتوليد الشعور العام تجاه الصالح العام للمحتاجين. وحث الناس على التبرع للبرنامج  بدلا من إعطاء  المال مباشرة للمتسولين

انشاء الطرق السريعة

لم تكن فكرة انشاء شبكة الطرق السريعة هي وليدة الحزب النازي، ولكن كان هتلر من المؤيدين والمتحمسين للفكرة ودفع بأتجاه انشاء أكبر شبكة من الطرق التي تم بناؤها في كل أنحاء ألمانيا. وكانت خريطة نظام الطريق السريع على النحو التي رسمت فيه هي الأولى في العالم، وهو انجاز ثوري من الهندسة الذي غير إلى الأبد دروب السفر. وقد تمت تقليدها في  الآلاف من البلدان، بما في ذلك أمريكا وبريطانيا. انها واحدة من أكبر شبكة من الطرق في العالم ، حيث تمتد الطرق في جميع أنحاء البلاد، وحتى إلى بلدان أخرى مثل النمسا.
ان هذا العمل لم يكن ثورة في حد ذاته فحسب، بل ساهم ايضا في إيجاد  أكثر من 100،000 فرصة عمل، مما ساهم في تحقيق الانتعاش الاقتصادي. كان هدف الحزب النازي محاولة لاعادة البلاد الى الشعور بالوحدة من خلال نظام الطرق ، وبالنسبة للجزء الأكبر منها،  كانت ناجحة.

 

التقدم والتطور في المجال الطبي

 

كانت الاخطاء الطبية في ألمانيا النازية خطيرة ، مما يؤدي إلى فظائع لا توصف، وكانت دائما  تسبب الكثير من الخلافات.  وكانت تلك الاخطاء هي الدافع الفعلي خلال فترة الحكم النازي للسعي نحو تطوير الاكتشافات الطبية، وبألفعل فقد  اكتشفوا  الكثير من المعلومات التي يتم استخدامها بتحفظ من قبل الأطباء وعلماء الطب اليوم. على سبيل المثال، قام النازيون دراسة مستفيضة لرصدحرارة الجسم،  وقد اجريت الكثير من التجارب في البداية، على الجنود المتطوعين، لرصد التغيرات في درجة حرارة الجسم، ومعدل ضربات القلب، واستجابات العضلات  والبول، وقد وصلوا لنتائج مبهرة في هذا المجال، ثم بدأ الاختبار على الاسرى في معسكرات الاعتقال، حيث ان بيئة وظروف حياتهم مختلفة عن الانسان العادي، مما ساهم في تطور ابحاتهم، ووصولهم لتقنية التدفئة السريعة، اي اعادة الجسم الى معدل حرارة آمنة، والذي ثبت انه الاسلوب الاكثر فعالية، لبداية العلاج، وتستخدم هذه التقنية اليوم في الغرب.  وأن ابحاثهم قد ساهمت بكشف الغطاء، لدى جميع الباحثين الذين يدرسون  اسباب انخفاض حرارة الجسم.
لم تكن هذه كل القوانين والاكتشافات خلال فترة الحكم النازي، انما هذا بعضها، وهناك المئات بل اكثر، من القوانين المُلزمة والمكملة، التي سار على خطاها اكثر الدول، ومن بينها تلك الدول التي كانت الاكثر محاربة له.
وان كان الحكم النازي شرا مطلقا للبعض، فان هناك بين ثنايا هذا الشر الكثير من الفوائد.

اعربت صحيفة " هاآرتس "العبرية، اليوم الثلاثاء، عن قلق الجالية اليهودية التى توجد باليونان من نتائج استطلاع الرأى الذى تم إجراءه فى اليونان، والذى اشار الى إكتساح حزب الفجر الذهبى النازى فى البرلمان اليونانى، حيث أشارت الصحيفة إلى تصريحات رئيس الجالية اليهودية في اثينا التى قال فيها إن همه يفوق كل الحدود بعد مشاركة الأحزاب النازية في الانتخابات البرلمانية . يشار إلى أن حزب الفجر الذهبي هو حزب قومي معادى للأقليات العرقية وشعاره يشبه الصليب النازي  وطبقا لما أشارت إليه استطلاعات الرأي الأخيرة التى أجريت فمن المتوقع أنه سيفوز بـ  5% من أجمالى الأصوات الإنتخابية.
ومن الجدير بالذكر أن الجاليه اليهوديه التى توجد باليونان يبلغ عددها حوالى 5000 شخص، وطبقا لما ذكرته الصحيفة  الإسرائيلية فإن حالة القلق قد إجتاحت الوسط اليهودي كله بعد توقع صعود الأحزاب القومية اليونانية المعادية لإسرائيل أو التى تحمل شعار النازية والمعاداة للسامية والتى يأتى على رأسها حزب الفجر الذهبى .

 

الانتخابات اليونانية.. دخول «النازيون الجدد» للبرلمان يثير رعب المهاجرين

 

الزلزال المدمر الذي ضرب أكبر حزبين في الانتخابات البرلمانية الأخيرة في اليونان «كان متوقعًا بعض الشيء»، بحسب المراقبين، لكن أكثر ما أثار القلق هو النجاح الأول من نوعه في تاريخ اليونان الذي حققه حزب «الفجر الذهبي» اليمينى المتطرف، ومثل فوزه مفاجأة الانتخابات التشريعية اليونانية بامتياز، بحصوله على  33 مقعدًا في البرلمان.

طالما أثار حزب «الفجر الجديد»، المندرج تحت قائمة «النازيون الجدد»، الجدل داخل وخارج اليونان بدعوته الصريحة لـ«زراعة الألغام على الحدود اليونانية، ولطرد جميع المهاجرين غير الشرعيين»، و«لإعادة فرض عقوبة الإعدام على المهربين»، فضلا عن تقديم المسؤولين عن الأزمة الاقتصادية، التي حلت بالبلاد، للمحاكمة.

يعزو المحللون السياسيون الظهور القوي لهذا الحزب في بلد عانى من الحكم «النازي» والهيمنة العسكرية لسنوات طويلة إلى أن اليونان، التي لم تتخلص حتى الآن من آثار الأزمة الاقتصادية، عانت من فقدان الثقة تمامًا في الحزبين الكبيرين «الباسوك» و«الديمقراطية الجديدة».

استطاع «الفجر الجديد» أن يحصل على 400 ألف صوت انتخابي، ونجح في استقطاب 7 % من أصوات حزب اليمين «الديمقراطية الجديدة»، كما استحوذ على نسبة 4 % من أصوات حزب الوسط الاشتراكي «الباسوك»، إلا أنه لم يحصل في البلدتين اللتين شهدتا أكثر صنوف الانتهاك والتعذيب إبان احتلال القوات الألمانية لجيش هتلر سوى على إجمالي 1400 صوت.

وبالنظر إلى أن رئيس الحزب نيكوس ميخالولياكوس سبق اعتقاله في السبعينيات لحيازته أسلحة وانضمامه إلى الحزب النازي، يمكن إدراك حجم المخاوف التي يعيشها المهاجرون بشكل عام، لاسيما العرب منهم والمسلمون.

ويقول يونس محمدي، رئيس الجالية الأفغانية في أثينا، «مخاوفنا من التيار اليميني المتطرف قديمة، لكنها زادت بعد الأزمة المالية، لأن القوميين، خاصة من حزب الفجر الذهبي، يتهموننا بسرقة مواردهم وبأننا السبب وراء انعدام الأمن».

وأشار «محمدي» إلى بعض الاعتداءات التي استهدفت مواطنين أفغان في الآونة الأخيرة، وقال «هذه الاعتداءات أصبحت شائعة، ونحن قلقون من انتشار ظاهرة كراهية الأجانب، خاصة الآن بعد وصول هذا الحزب إلى البرلمان، بما يعكس تزايد حجمه في الشارع اليوناني».

من جانبه، قال معاوية أحمد، من الجالية المسلمة، ورئيس «الفورم اليوناني» إن «صعود اليمين المتطرف مشكلة كبيرة نواجهها في اليونان،  كثير من الناس ربطوا تنامي الحزب بتزايد المهاجرين غير الشرعيين، وبتفاقم الأزمة الاقتصادية، هذا هو التحليل الأبسط، لكن المشكلة أوسع بكثير من ذلك». وأضاف «ربما يعبّر صعود هذا الحزب عن غضب المواطنين اليونانيين من السياسيين التقليديين، لكنه لا يعني بالضرورة أنهم يؤيدون مبادئ الحزب اليميني المتطرف، والدليل أن من أدلى بصوته لصالح الفجر الذهبي غالبيتهم من الشباب، الذين لا يعلمون طبيعة الفئة الحاكمة لهذا البلد».

أما سيد عبد التواب (مواطن مصري مقيم في أثينا)، فوصف نفسه بأنه «أحد ضحايا هذه المجموعة المتطرفة»، قال: «هذه المجموعة تسير في جماعات وتقوم بالاعتداء على أي أجنبي في الشارع، وأحيانًا يتم الاعتداء على المحال التجارية المملوكة للأجانب، ولا يفرقون في الاعتداء بين رجل وامرأة، والمرعب أن هذا الاعتداء يتم تحت أعين الشرطة، التي لا تبالي بما يحدث ولا تقوم بالتدخل».
